Proposals: Search by WG

Problem

If I want to look up budget refill proposals specific to the Builders WG there is currently no way to do so. One roundabout way of doing this would be to search by lead but this is imperfect as it requires remembering who the current lead is as well as doesn't take into account the lead changing.

Solution

For various proposal types such as:

• Lead reward adjustment proposal
• Firing proposal
• Opening proposal
• WG Mint refill proposal
  It should be possible to both:

• search within these for a particular WG (i.e. "I want to see all firing proposals for the Storage WG"
• search for just a WG (i.e. "I want to see all proposals relevant to the Forum WG")

Unfortunately there is no current way to tie signal proposals to WGs so this wouldn't be possible just yet, but there are several proposal types where this is possible.

Unfortunately It's not feasible right now due to QN constraints, but there's a PR to unblock it:

@chrlschwb This needs to be reviewed by JSG team, and I don't think this can be addressed before ephesus, YPP and Apps attribution features are ready for release, but I will try and bring this up for attention of the team. Please include this to your communications that is approved by councils for the Builders WG priorities requiring attention of JSG so this has higher chance of getting completed.
