New sous-chef 👨‍🍳 @herou from Kabocha

Substrate Recipes and the Kitchen Node is a great practical (culinary) experience for many people wanting to learn Substrare.

One of the core aims for Kabocha is to be a key contributor to Substrate learning materials and outcomes.

Last year @herou upgraded a lot of the code to the newest version of Substrate, from (V1) declarative to attribute macros (V2), example.

This year herou has been funded through Kabocha to be a Substrate sous-chef, and continue maintaining the Substrate Recipes repo. Here is the proposal 👨‍🍳
