When starttime = 0 on creation, treate endtime as duration not a time.

This is now done on the branch feat/streaming-payments-duration, but I'm not intending to merge yet (or even make the PR) until I'm explicitly told by someone on the frontend and/or product side that they're prepared for this change in behaviour.
