Adding .dcm contour data

@lionmsk11 Hi, currently this package did not support .dcm to keep the package as simple as possible. We encourage users to convert .dcm to .mha or .mhd files.

In the future, if more and more people want the support of .dcm, we may consider to implement it.

I'd like to add my support for DICOM, both RTSTRUCT and SEG. In https://www.cancerimagingarchive.net/ we have large volumes of both types of segmentations freely available for researchers to download. Converting to .mha, .mhd, .nii.gz, etc results in the loss of a lot of important metadata about the images.
