Create simulation program

Create the simulation program that can generate waveform data in the same format as previously collected real data. Create an appropriate place for it in the Github repository.

• The program should include a set of default configuration values.
• The program should be able to read any number of configuration values from a file (see issue Simulation configuration file format #5 ).
• The program should allow configuration of any parameter from the command line
