Leveraging the octohub contrib script offline-issues we could see all the issues related to that appliance when a repo is cloned (or updated).

Taking that thought a bit further, perhaps we could include a issues directory in the gitignore file and then write the issue to text files in that dir in each repo?! Could be pretty cool!
