Add setting for launching new app instances vs. reposition open app instances #72

Add setting in PowerToys Projects Settings page that determines on project launch whether existing app instances are repositioned, or if new instances are spun up regardless.

Some apps will ignore this setting as they are single-instance apps (such as PowerToys Settings, Dev Home).
