Temperature updates #3

At the moment the site temperature is checked when the controller application is started.

Need to update temperature:

When current site is changed or the lat or long of the current site is changed.
At regular intervals (interval period configurable).

Also need to indicate when the current site temperature value is "old". Possible due to an internet connection not being available.
