Any module that uses Islandora CI and tries to run Drupal 10 will fail in its testing because this CI module installs drupal/pdf. I don't think it's needed for most Islandora modules, so we should move that step to the appropriate repositor(ies).

We can put this back now, since drupal/pdf is ok with Drupal 10 (though it took nearly a year after this ticket was created)
