As a user, I want to see a visual indicator while the Interim Constitution page is loading, so I know that the page is responsive and that the content is being loaded in the background.
Reasoning:
Currently, the page takes a few seconds to load due to the library used for scanning the document and generating the table of contents. Without a visual identifier, users may not know if their click was registered or if the page is unresponsive.
ACCEPTANCE CRITERIA:
Visual Indicator Implementation: Add a loading animation or a similar visual indicator (does not need to be a traditional loader) to notify users that the page is loading.
The visual indicator should be visible immediately after the user clicks to access the Interim Constitution page and remain until the content is fully loaded.
Design Consistency: The visual indicator should align with the overall design language of the platform (e.g., color scheme, style).
Performance Optimization: Ensure that the visual indicator does not impact the performance of the page or increase loading times.
Page to Update: TBD
