ImageMagick version 1808 but version 1809 is loaded

I could find proper version. Please help me download 1808 version. I am getting an error in php cli

I am the same, no matter what, I am unable to load the imagick.dll file on iis and keep reporting errors. I have no choice but to give up. Do you have a brother who can provide a comprehensive solution? The current environment is Windows 10 22H2+IIS+Php-8.1.27-nts-Win32-vs16-x64+Pear.1.10.15

1. Download ImageMagick-7.1.0-18-vc15-x64.zip Source: https://legacy.imagemagick.org/script/download.php
2. Download phd_imagick-3.7.0-8.1 nts vs16 x64. zip Source: https://pecl.php.net/package/imagick/3.7.0/windows
3. Copy the php_iagick.dll file from the php_iagick-3.7.0-8.1 nts vs16 x64 directory to the/php/ext/directory, then locate php.ini and add the extension=php_iagick statement. Save the file
4. Copy the entire ImageMagick-7.1.0-18-vc15-x64 directory to the C: \ ProgramData \ directory
5. Open the Windows system environment variable and add the Imagick-Path path C: \ ProgramData \ ImageMagick-7.1.0-18-vc15-x64 \ bin variable, then add it to the default path
6. Open the CMD command line, enter IISReset, and after completing it, execute PHP - i | findstr - i "imagick"
7. Get it done
