Temporarily disable auto-update of access rights for new services

User Story

When I update services on prod, the app team usually has to update the tutorials before the new version becomes available. So I need to await the right moment in time (when the syncer is done and the new services appears in the DB) and unshare them temporarily. Not sure how to do that properly"

• use a rc-1 in the display version and overwrite it when happy (assuming this does not get overwritten again with the next sync)
• disable the auto update completely via a db flag?
