osparc-ansible: get rid of Leader node logic where it is possible #879

Current behavior

If Leader node is down, some ansible-playbook (e.g. set docker node labels) will not work, since these playbooks run code only on Leader node

Expected behavior

Execute the Leader-dependent playbook on the first reachable / active manager
