EF - revised according to Observations & Measurements revision

The revised version of OGC/ ISO 19156 Observations & Measurements (now names Observations, measurements and samples) has just been pushed to ISO end of October 2022.

The finalized International Standard will be published by ISO secretariat.

Change proposal description

Several concepts stemming from INSPIRE EF have been included in the new standard.
And the standard also takes into account activity from the observation community over the last decade
Thus there is a need to update INSPIRE EF accordingly (ex : Observer, ObservingCapability, ...)

Thanks @sMorrone : we'll also try to use the currently running OGC Water Quality Interoperability Experiment to work on a revised UML model (with corresponding encoding) to exchange observations acquired by Environmental Monitoring Facilities (who will be Observer | Host in the updated O&M model - now called OMS)
