The INSPIRE id namespace is in most – if not all – constant across a data set. So that namespace could be moved to the place where all constant properties reside as well.

We expect that in almost all cases for END, the InspireIdentifeier namespace to be constant across the data set, though there might be exceptions where regional data sets are merged. We will analyse the data that reporters provide, and if indeed it is homogeneous across data sets, we will put into a default property in a future version of END.
