DREF - New Import functionality (Excel)

As discussed this morning in our call, we are bringing back the import functionality for the DREF Application, this time in Excel.
Actions points from this meeting:

DFS

• Draft a template in excel for a Response-sudden onset DREF #812
• Look into the impact of additional formatting on cells in the import #813
• Start estimating amount of hours to complete this request
• Estimate amount of hours spent on the Imminent changes
• DREF Import Issues (from QA Team) #1288
• Enhancements for the import template (from Marco) #1306
• Add/Update guidance and implement visual changes in the DREF Import template #1431

IFRC

• Complete the draft template started by DFS and work on the rest of the templates following the same structure
• Provide an analysis on who is starting DREFs
