Flows are all created by default with type = "messaging"

rapidpro-flow-toolkit/src/rpft/rapidpro/models/containers.py

type="messaging",

We should add the functionality to specify (in the content_index?) the flow type also as "messaging_background", since this type of flow was needed for the parenttext South Africa RCT deployment
