Describe the bug
The app menu only displays "IBM Data Shift" unless you try to close the app with the red window button. Then, the full menu (IBM Data Shift, View, Window, Help) appears. If you cancel the quit operation then the window remains. Also, Command key options (e.g. command-Q, command-W, etc) do not work until the full menu is available.

To Reproduce
Steps to reproduce the behavior:

  1. Launch Data Shift app. Notice menubar does not display View, Window, or Help options. Command-key functions do not work.
  2. Click the red button to close the window and spring the confirmation dialog. Notice that the View, Window, and Help menus are now visible.
  3. Cancel the Quit operation. Notice the menus remain.
  4. Note that key commands now function, and you can quit the app with command-Q.

Expected behavior
Full menu options should be available at launch, and Command key functions should work.
