The definition of a comment states that it is a A human-readable comment associated with a piece of aid information.

All elements and attributes within an IATI data file provide some form of aid information. As such, it seems reasonable that an element with this description could be used to comment on pretty much anything. It cannot.

The definition should be updated to be more specific to actual use-cases, such as under result indicator baseline.
