Yes, You can work on this but before that.

few things to let you know :

• convert MVC controllers to RestControllers
• JSP pages to React Pages
• there are multiple subpages in this one-page
• make to setup the openELIS code base locally
• you need to take care of making reusable components to user in various sub pages
• take care of translation we don't have i18n translation implemented rightnow { you need to do EN,FR translation }
