As reported by @awmarrs and Kathy Rasmussen:

On the Franklin Roosevelt page, the entries are organized by year:

https://history.state.gov/historicaldocuments/roosevelt-fd

But It looks like a header for “1942” is missing – under 1941, the volume count goes from 1 to 7 and then starts over with 1 again.
