Course specific topics

Current model allows for sharing of topics in courses.

We have out grown this model, as more and more updates come to courses that are being shared, the content is starting to become disconnected.

Need a solution to lock content to a course, or instance of a course. Perhaps the linked nature of topics now needs to change.

One possible short term solution might be to just clone all of the notes and prefix them with FT or PT - that way if instructors in PT want to change notes, they will only affect PT classes and vice versa.

Definitely some kind of versioning history would be ideal - right now if a part of a section gets deleted by accident or changed, it can make other sections seem like they're in the wrong spot, which can cause a chain reaction of stuff shifting around and moving
