Statute: Pre-drafting activities

[FEEDBACK] I have added some examples of governance at https://github.com/HTTP-APIs/hydra-ecosystem-statute/blob/master/MOTIVATIONS.md#objectives-of-the-statute
I would like them to be strictly coupled with objective conditions but also involving decision making so to avoid rogue behaviour and loop-holes. As we are a software engineering iniative it would be nice to draw flow charts and code that allows "computing statuses" and storage of them in a secured data structure as a git repo.
