The definition for Immunization.manufacturer.identifer.system is 'code identifying vaccine manufacturer' - this is not a code, it's the namespace for the value that identifies it

The issue is this:

The short for system should read something like "namesapce of values identifying manufacturer". Currently it reads "Code identifying vaccine manufacturer", which is potentially confusing since system doesn't actually contain the code (value does).
