Pull node_control power commands into hera_mc

The hera_node_control power commands are done via a cronjob on hera-node-head -- capture into hera_mc.
DDB will log keys in this issue as step 1.

The commands are logged into redis as a hash at commands:node:#. The elements are the item with the unix time it was sent. E.g.:
