Configure TTCci together with EvmTrig

Currently, LPM FM is configured last together with EvmTrig FM, which is not the right order as LPM should be treated as CPM in local.
Few things to be careful with:

1. Configuring from FM means LPM needs to be turn to service app to keep the lease
2. Historically, we configure EvmTrig FM together with TCDSLPM FM to support TTCci FM. We should add TTCci FM into EvmTrig container and configure it last together with EvmTrig. Similar to what is already in starting sequence.
   Then we are free to configure LPM from FM first.
3. Need to toggle HandleLPM to false for supervisor.

LPM is configured first from FM since 17.1.1.
LPM is also handled by supervisor as well.
