The CSS resource file, as an example, should have information about you, the creator, with links to your github repo as comments in the CSS. It's likely that once one of these resource files is downloaded from your repop, that they just get moved around and people don't directly download them from your repo. So, you should give yourself credit in the file somehow.

This attribution could easily be done in the Description property of the Resource File.
Maybe even consider naming the file "StevenRotelli_BoilerPlate.css".
