What type of enhancement is this?

Refactor

What does the enhancement do?

Due to a limitation of Prometheus API, we rolled our own Prometheus layer for opendal. As apache/opendal#4854 suggests, the new API should work for our use-case. We can switch to upstream in next upgrade of opendal.
