Al Kharid Achievement Bug

Describe the bug
When speaking to the Al Kharid guard to pass the gate for 10gp, a player receives the passage achievement even in the case they do not have enough GP to pass.

To Reproduce
Steps to reproduce the behavior:

1. Have <= 9 gp in inventory.
2. Go to Lumbridge
3. Click on Al Kharid Gate/Speak to guard
4. Agree to pay
5. See error

Expected behavior
Be given the achievement.
