Create button on user creation form does nothing

There are 2 Create user buttons on the create user form: bottom and top of page.
The button at the bottom of the form works fine. The top button is enabled and clickable, but nothing happens.

Expected Behavior

Any button that is clickable should have a purpose.

Possible Solution

Remove or gray out the button; or make it behave the same way as the bottom button.
