Currently Google click-to-deploy RabbitMQ images offer only 3.9 and 3.11 versions. This blocks in-place upgrade path because officially RabbitMQ supports only upgrades between N+1 versions, i.e. 3.9 -> 3.10 -> 3.11.

Click-to-deploy images should have at least one image of RabbitMQ 3.10 built.
