Currently the cloud-sql-instance-type metadata is not documented on the cloud-sql-proxy action. In theory, this metadata is optional and the action will fallback to querying the cloudsql admin endpoint. However, that end up making burst requests to this API. For us that lead to frequently reaching our quotas limit.
