Support Yocto by incluing setup.py

The following issue was raised in the dilithium repo: GiacomoPope/dilithium-py#7

It seems that Yocto requires a setup.py to allow proper installation, and I suppose we will want it to be here too.

I'm not aware of the easiest / minimal change we need to do to get this working, but it should be easy. Is this something you've done before for your older work @tomato42?

not when combining with pyproject.toml... in isolation you can look at https://github.com/tlsfuzzer/python-ecdsa/blob/master/setup.py or https://github.com/tlsfuzzer/tlslite-ng/blob/master/setup.py

I think GiacomoPope/dilithium-py@89145ad successfully solved the issue, but im still waiting for confirmation in the initial issue
