Chunks not loading on Bedrock when in Minecart/boat

To Reproduce

1. Use minecart on bedrock on Java Server
2. Chunks won't load

Expected behaviour

Additional Context

Someone did have a fix for it months ago, but obviously as Minecraft updates the build doesn't work, but they haven't updated the fix yet. Even though i've contacted them about it, so it is fixable, they just haven't bothered to update it.

Probably duplicate with #4413. There's an action version there but it is probably outdated.
