Sorry, but I have noticed that branch master and development in this project has been seperated and has their own commits for a long time. I am confused.
For example, some commit I urgently need seems to be only available on development branch (like c4cc692). So is development version of Floodgate in github actions to be a better choice for us to use?

The problem with Floodgate 3.0 is that it contains many breaking changes. From API that is being removed to the format that Floodgate uses to communicate with Geyser. This makes Floodgate 3.0 unusable with the current master version of Geyser.
I don't recommend using the floodgate-merge branch in Geyser because it's very unstable.
