I'll be honest—I am a foreigner to this community.
Problem was that the installer didn't put the dictionary file where it was supposed to go (I'm on High Sierra)—it was inaccessible via Dictionary.app preferences and wasn't automatically enabled after install. I extracted the file from "Latin/Contents/Packages/latin.pkg/Contents/Archive.pax.gz" and manually put in the dictionary folder "Library/Dictionaries". Working.
