Scrolling to fast in any program with your mouse causes beeping and slows your cursor

Describe the bug
Yeah. Having Amethyst open in the background, and scrolling really fast, for example having a mouse that has a scroll latch, will cause beeping, and lag your mouse.

1. Open Amethyst
2. Scroll really fast with your mouse

Tested this in the latest v2 beta @ e74eb29 and it is still present.
