Why this domain(s) needed? Please describe.
To use code in the bom_tools script (https://github.com/GeoscienceAustralia/dea-notebooks/blob/develop/Scripts/dea_bom.py), we need access to the BOM's Water Data Online service. This code is used by external stakeholders for inundation mapping and water management purposes.

Provide impacted notebook reference and purpose.
