Should a distribution have an identifier to link a data request to a specific distribution of a dataset, or is accessURL sufficient for that?

The distribution typically already has a uri to identify the instance
exampleMS:1T2p3o4B-dist-SHP a dcat:Distribution; dcat:accessURL <https://orgea.exampleMS.gov/files/1T2p3o4B.shp> ;
that should be sufficient to identify/relate the Distribution to the Dataset and a separate property might not be needed.
