Rule per website (https://energyoffice.colorado.gov/weatherization-assistance-program): Households may be eligible if HH income is 60% or less of state median income (SMI) OR 80% or less of their county's area median income (AMI), whichever is higher. Spreadsheet includes "current" tabs for 60% SMI and 80% AMI.
