OAP values are currently being calculated on the basis of the household, not the individual. Update so that the OAP value (currently $982/month as per https://sos.state.co.us/CCR/GenerateRulePdf.do?ruleVersionId=11264&fileName=9%20CCR%202503-5) is assigned to each eligible individual in a household.

Example: In the profile at https://screener.myfriendben.org/3507c66b-b26b-4dd1-a439-6608bec7acf2/results/benefits, MFB should show an OAP value = $1964 (2 eligible individuals x $982).
