Lock mode config doesn't seem to be working

I tried setting lockmode in the config to 1, but when I create a survival world after with no cheats enabled I'm still able to change from recipe mode to cheat mode and utility mode in-game by holding ctrl and clicking the settings button.

Same issue, only locks it in the settings and not with ctrl.
