Maybe since the episodes were made for xbox controllers, TLaD and TBoGT movement on controller feels better and more accurate than IV's movement which is different for some reason. The difference is little but play on controller for a while and you'll see it.
The best explanation I can think of is that Johnny's walking follows the joystick better than Niko, and Luis may have the same improvement. And its much more than just the walking. I think you can also feel this on PC when you alternate between A and D, with Johnny/Luis quickly responding to those inputs while Niko feels slower to turn.
So if its possible, make IV use episodic movement?

Glad someone agrees. Yeah Niko movement always felt like he changes directions slower. Also I realize that since GTA IV was intended for the PS3, it was made for a ps controller which the joysticks feel less quicker, while xbox joysticks feel really fast for me. And on top of this, EFLC, along with it's improved movement, was made for xbox 360. It definitely is there.
