De-clutter positions folder #612

In order to improve visibility of active/current positions, I want to de-clutter/remove closed positions.

Considerations

When a position closes the external link to that position can still access it. Do we want that behavior? Potentially re-direct (301) to main join page? The title in positions may be re-used /join/tts-senior-software-engineer.html, so 301 might be problematic.
Talent team may want to access these positions to re-use the content.
