Add APIs to access filter sources, targets, properties

Is your feature request related to a problem? Please describe.
In debugging the use of a filter in a federation, the configuration of the filter is not accessible via API thus making it hard to confirm correct configuration.

Describe the solution you'd like
APIs to access additional configuration information for the filter objects such as the source targets, destination targets, and the property names and values (if applicable).

Describe alternatives you've considered
If this information is accessible via a query, that could be an alternative means of getting at it though not as cleanly.
