Convert "obs scaling parameter" input files to nc4 format.

Currently, these inputs are "big_endian" binary files used in the following subroutines:

subroutine scale_obs_Tb_zscore()
subroutine scale_obs_tskin_zscore() [not currently used]
make sure to include FillValue attribute in nc4 files
