Eventually, we should make linkbcs something like gen_lnbcs.pl that the ADAS uses. But until then, linkbcs shouldn't be generated at run-time but at setup-time. Otherwise, you get weird things like you can't run gcm_regress.j until gcm_run.j runs. This seems incorrect to me.
