Push support for '--available' at aggregate managers. This would cause the AM to list which VLAN tags are actually currently available in the vlanAvailRange field in the stitching extension.

Push support for 'any' at aggregate managers. This would allow stitcher to request any VLAN and the aggregate could give any VLAN tag in the range specified by vlanRangeAvailable that is actually currently available. ProtoGENI/InstaGENI aggregates support this feature. It would be nice to have it at other aggregate manager as well.
