一个团队可能会有很多人，但日常交流（metion 和 assign）的就那么几个，每次在一个长长的列表里面选择的时候，很不方便。

有两个可行的方案：

列出常用的成员，列在前面
可能配置隐藏不常用的成员

1 的话，不需要什么配置，但需要额外的去记录哪些成员被用的比较多。
2 的话，需要配置，但配置一次，效果拨群。
