The research project creation service should support the following

Creation of new projects based on multi-repo template with submodules.
Template should contain sync scripts for users.
Issues and Wiki of submodules should point to the parent module Issues and Wiki pages.
Scripts can be updated from an admin panel by opening a PR on existing repositories, for when we want to push script updates to users.
